  Staff was friendly and took their time to explain things. Not for granted - if you were ever dealing with Malta admin. For that 4 stars. Not 5 stars - as the outcome was not ok. Actually, not the fault of the staff. But the office and weird politics. At least, capitol of culture 2018. What culture?
